As Arsenal is still defensively weak, the club is still in need of new players. Arsenal recently made contact with Manchester City to sign Joao Cancelo before the transfer window ends.
The Gunners defence suffered greatly this window. As Kieran Tierney joined Real Sociedad, Nuno Tavares joined Nottingham Forest, and Rob holding joined Crystal Palace. Furthermore, Jurrien Timber is unavailable due to injury.
These losses make the current defensive front very ill-equipped for the upcoming games. And with the transfer window nearing its end, the club’s chance to fix the issue becomes smaller every second. Arsenal has made contact with several potential additions such as the Benfica player Alexander Bah. However, the player is adequate at best as his weaknesses are too serious to ignore. Moreover, the club is asking for £30 million for the player which is far more than his original market value.
As such, are looking for other, more comfortable options. one them being the Citizens‘ Joao Cancelo.

The player is everything the Gunners need. He has the speed and versatility for the position as well as a mastery over passes. The player can and will fill any gap the team has in terms of defence, so it is easy to see why the club interested in him.
This would also explain why Barcelona want the 29 year old, as Palace planned on loaning the player to them. However Arsenal made its approach halfway through the deal with a bigger offer.
Still, who will take the player is entirely unpredictable. As both clubs rely on the outcome of their negotiations as well as the preferences of the player. In the end, there is no way to truly tell who will be making the addition until an official statement is made.
